Ever since the 1999 report by the Institute of Medicine, To Err is Human, there has been an intense focus on improving the quality of healthcare as well as on Pay for Performance (P4P). CMS, employers, and advocacy groups have made efforts to restructure payment systems related to the quality of care delivered. During 2005-2006, 36 bills were passed in 24 states related to health strategies to improve patient care.
