POA indicators must be reported for inpatient acute-care hospital discharges as of October 1, 2007. See the CMS MedLearn Matters, Change Request Transmittal and the updated UB-04 form for more information.

		HAC POA Fact Sheet. The Deficit Reduction Act of 2005 (DRA) requires a quality adjustment in Medicare Severity Diagnosis Related Group (MS-DRG) payment for certain hospital-acquired conditions. CMS has titled the program, “Hospital-Acquired Conditions and Present on Admission Indicator Reporting” (HAC & POA).
		POA HAC Fact Sheet. Inpatient Prospective Payment System (IPPS) hospitals are required to submit POA information on diagnoses for inpatient discharges on or after October 1, 2007. After October 1, 2008 hospitals are not paid additional monies if certain conditions were acquired at the hospital. See this Fact Sheet for details.
